The rate of alcohol dependence or abuse among teens aged 12 to 17 was 4.9 percent in 2008, which was down from 5.4 percent in 2007 and from 5.9 percent in 2002. Among adults aged 26 or older, the rate remained stable between 2007 (6.2 percent) and 2008 (6.0 percent) and between 2002 (6.2 percent) and 2008. Among young adults aged 18 to 25, the rate of alcohol dependence or abuse remained similar between 2007 (16.8 percent) and 2008 (17.2 percent) and between 2002 (17.7 percent) and 2008.

Rates of substance dependence or abuse were associated with current employment status in 2005. A higher percentage of unemployed adults aged 18 or older were classified with dependence or abuse (17.6 percent) than were full-time employed adults (10.2 percent) and part-time employed adults (11.2 percent).

Although there are no medications for treating marijuana abuse, drug treatment programs have shown efficacy in treating marijuana dependence.

New Hampshire had the highest rate in the 12 or older population (59.8 percent) as well as in the 26 or older population (63.2 percent). The highest rate of past month use of alcohol for the 18 to 25 age group was in Rhode Island (76.1 percent), and North Dakota had the highest rate among teens aged 12 to 17 (25.2 percent). Rhode Island, Massachusetts, New Hampshire, Vermont, and Wisconsin ranked in the top fifth for all three age groups (12 to 17, 18 to 25, and 26 or older).

Related to the prevalence of marijuana use is the number of persons in a period of time who used marijuana for the first time ever. When the number of first-time users of a substance increases for a number of consecutive years, the prevalence rate for the substance tends to increase also. The average annual incidence of marijuana for this report is estimated somewhat differently than in the national report. The estimate for a single year is averaged over the 2 most recent years and expressed as a percentage or rate per 100 person years of exposure.6 For the combined years 2002.2003, the national marijuana incidence rate for all persons aged 12 or older was 1.8 percent. Vermont had the highest rate, 2.7 percent.
