Milpitas, whose name in Spanish means "little cornfields", was until the mid-20th century primarily a farming and livestock community. Between 1970 and the turn of the 21st century, the city's population increased ten-fold, largely due to the onset of high-tech computer industries populating the surrounding "Silicon Valley" area. Crime and heroin addiction have long been associated together. This is due to many reasons such as the fact that heroin importation and distribution are illegal. Also, heroin and crime are synonymous because many addicted people turn to theft and prostitution to obtain money to buy the drug. Violent competition between drug dealers has resulted in many murders and the deaths of innocent bystanders. From 1979 through 1990 arrests for heroin manufacture, sale, or possession in the United States held steady, but in the 1990s arrests rose as the drug's popularity began to increase once more.

Among teens aged 12 to 17, the current illegal drug use rate remained stable from 2006 (9.8 percent) to 2007 (9.5 percent). Between 2002 and 2007, youth rates declined significantly for illegal drugs in general (from 11.6 to 9.5 percent) and for marijuana, cocaine, hallucinogens, LSD, Ecstasy, prescription-type drugs used nonmedically, pain relievers, stimulants, methamphetamine, and the use of illegal drugs other than marijuana.

There was a significant decrease in current use of crack among persons aged 18 to 22 who were not full time college students, from 0.6 percent in 2005 to 0.2 percent in 2006. The rate was unchanged among full time college students (0.1 percent in both 2005 and 2006).

Among unemployed adults aged 18 or older in 2008, 19.6 percent were current illegal drug users, which was higher than the 8.0 percent of those employed full time and 10.2 percent of those employed part time. However, most illegal drug users were employed. Of the 17.8 million current illegal drug users aged 18 or older in 2008, 12.9 million (72.7 percent) were employed either full or part time. The number of unemployed illegal drug users increased from 1.3 million in 2007 to 1.8 million in 2008, primarily because of an overall increase in the number of unemployed persons.

Hallucinogens were used in the past month by 1.1 million persons (0.4 percent) in 2005, including 502,000 (0.2 percent) who had used Ecstasy. These estimates are similar to the corresponding estimates for 2004.

In 2006, adults aged 18 or older with MDE in the past year were more likely than those without MDE to have used an illegal drug in the past year (27.7 vs. 12.9 percent). A similar pattern was observed for specific types of past year illegal drug use, such as marijuana, cocaine, hallucinogens, inhalants, and the nonmedical use of prescription type psychotherapeutics.
