All drugs that are abused either directly or indirectly target the brain's reward system by flooding the circuit with dopamine. Dopamine is a neurotransmitter that is known to be present in regions of the brain that regulate movement, emotion, cognition, motivation, and feelings of pleasure. The overstimulation of this system of the brain, which rewards our natural behaviors, will produce the euphoric effects that are sought by people who abuse drugs and teach these individuals to repeat the behavior.

Current illegal drug use differed by employment status in 2008. Among adults aged 18 or older, the rate of illegal drug use was higher for unemployed persons (19.6 percent) than for those who were employed full time (8.0 percent) or part time (10.2 percent). These rates were all similar to the corresponding rates in 2007.

Related to the prevalence of marijuana use is the number of persons in a period of time who used marijuana for the first time ever. When the number of first-time users of a substance increases for a number of consecutive years, the prevalence rate for the substance tends to increase also. The average annual incidence of marijuana for this report is estimated somewhat differently than in the national report. The estimate for a single year is averaged over the 2 most recent years and expressed as a percentage or rate per 100 person years of exposure.6 For the combined years 2002.2003, the national marijuana incidence rate for all persons aged 12 or older was 1.8 percent. Vermont had the highest rate, 2.7 percent (Table B.5).

Among persons aged 12 to 49, the average age at first use of inhalants in 2005 was 16.1 years; it was 17.4 years for marijuana, 19.7 years for cocaine, 21.2 years for pain relievers, and 25.7 years for tranquilizers.

There was an increase in the past year initiates of Ecstasy between 2005 and 2006. The number of Ecstasy initiates in the past year was 1.2 million in 2002, 642,000 in 2003, 607,000 in 2004, 615,000 in 2005, and 860,000 in 2006. Most (70.1 percent) of the recent Ecstasy initiates in 2006 were aged 18 or older at the time they first used Ecstasy. The corresponding figure was 65.9 percent in 2005. Among past year initiates aged 12 to 49, the average age at initiation of Ecstasy in 2006 was 20.6 years, similar to the average age in 2005 (20.7 years).
