The most commonly proposed legalization strategy would impose high taxes on marijuana. In turn, violent drug cartels would simply undercut legal prices to keep their market share. With increased demand for marijuana resulting from legalization, these groups would likely grow stronger.

In 2006, over half (53.6 percent) of past year methamphetamine users reported that they obtained the methamphetamine they used most recently from a friend or relative for free.
