Serious mental illness (SMI) among adults is defined in Public Law 102-321 as persons aged 18 or older who currently or at any time in the past year have had a diagnosable mental, behavioral, or emotional disorder (excluding developmental and substance use disorders) of sufficient duration to meet diagnostic criteria specified within DSM-IV that has resulted in functional impairment, which substantially interferes with or limits one or more major life activities. Opiates like OxyContin are highly effective for treating pain, but when a person starts taking opiates when they are not in pain, and in doses beyond what is required to treat their pain, addiction is highly likely.
