Nationally, 6.2 percent of all persons aged 12 or older reported using marijuana in the past month in 2002.2003. Because marijuana is the predominant substance used by those using an illegal drug, States that had high prevalence rates for any illegal drug also had high prevalence rates for past month use of marijuana. Eight out of ten States in the top fifth for use of an illegal drug for persons aged 12 or older also were ranked in the top fifth for past month use of marijuana. In the 12 to 17 age group, seven States were in the top fifth for both use of any illegal drug and use of marijuana: Colorado, Hawaii, Massachusetts, Montana, New Hampshire, New Mexico, and Vermont. Eight States were common to the top fifth for past month marijuana use among persons aged 12 or older and teens aged 12 to 17: Alaska, Colorado, Maine, Massachusetts, Montana, New Hampshire, Rhode Island, and Vermont. The States with the lowest rates of past month use of marijuana among persons aged 12 or older were in the South: Alabama, Georgia, Mississippi, Tennessee, and Texas. An essential aspect about drug abuse is that the substance that is abused can be an illegal drug such as marijuana, inhalants such as model airplane glue, or prescription drugs used improperly such as abusing Vicodin or OxyContin.

From 1999 to 2000, the use of MDMA increased among all three grade levels measured in this study - 8th, 10th, and 12th. For 10th and 12th graders, this is the second consecutive year MDMA use has increased. Past year use of MDMA increased among 8th graders from 1.7 percent in 1999 to 3.1 percent in 2000; from 4.4 percent to 5.4 percent among 10th graders; and from 5.6 percent to 8.2 percent among 12th graders. Also among 12th graders, the perceived availability of MDMA rose from 40.1 percent in 1999 to 51.4 percent in 2000.

Related to the prevalence of marijuana use is the number of persons in a period of time who used marijuana for the first time ever. When the number of first-time users of a substance increases for a number of consecutive years, the prevalence rate for the substance tends to increase also. The average annual incidence of marijuana for this report is estimated somewhat differently than in the national report. The estimate for a single year is averaged over the 2 most recent years and expressed as a percentage or rate per 100 person years of exposure.6 For the combined years 2002.2003, the national marijuana incidence rate for all persons aged 12 or older was 1.8 percent. Vermont had the highest rate, 2.7 percent (Table B.5).

In the United States, amphetamine and methamphetamine are Schedule II drugs, classified as central nervous system stimulants. A Schedule II drug is classified as one that has a high potential for abuse, has a currently-accepted medical use and is used under severe restrictions, and has a high possibility of severe psychological and physiological dependence.

In 2008, there were 1.1 million persons aged 12 or older who had used hallucinogens for the first time within the past 12 months. This estimate was not significantly different from the estimate in 2007, but was higher than the estimate for 2003 (886,000).
