The top fifth for average annual incidence of marijuana for persons aged 12 or older was comprised mostly of States from the West (five) and from the Northeast (four). Seven States ranked in the top fifth for marijuana incidence in the 12 or older age group also ranked in the top fifth for past month marijuana use (Alaska, Colorado, Maine, Montana, New Hampshire, Rhode Island, and Vermont). Because most initiation of marijuana takes place at age 25 or earlier (Gfroerer, Wu, & Penne, 2002), the rates of initiation in the 26 or older age group were much lower than those in the 12 to 17 and 18 to 25 age groups: 0.1, 6.6, and 6.8, respectively. Vermont had the highest rate among teens aged 12 to 17 (10.4), while New Hampshire had the highest rate among persons aged 18 to 25 (11.1) (Table B.5). Since 1985 MDMA has been a Schedule I substance under the Controlled Substances Act. Schedule I substances, which include heroin and LSD, have a high potential for abuse and serve no legitimate medical purpose.
It is important to note that the prevalence rate for needing but not receiving treatment for illegal drug problems was not calculated here by estimating one model for treatment need and another model for receipt of treatment, and then subtracting one from the other at the State level. The reason for this is that the percentage of persons receiving treatment is too small to estimate well. Instead, at the individual level, persons are designated as needing but not receiving treatment for an illegal drug use problem based on their meeting the criteria for treatment need and whether they received treatment for abuse of, or dependence on, illegal drugs in the past year. In general, the definitions of dependence, abuse, or treatment for alcohol or illegal drugs contain components that often overlap one another, and a researcher may be tempted to subtract them at the State level to obtain some missing component. Each measure is based on a different model, and subtraction can lead to erroneous results, such as a "negative" component.
Between 2002 and 2006, the percentage of teens aged 12 to 17 perceiving great risk declined for the following substance use patterns: trying heroin once or twice (from 58.5 to 57.2 percent), using heroin once or twice a week (from 82.5 to 81.2 percent), using cocaine once a month (from 50.5 to 49.0 percent), and using LSD once or twice a week (from 76.2 to 74.7 percent). Over the same period, however, the percentage of teens aged 12 to 17 indicating great risk for using cocaine once or twice a week (79.8 percent in 2002 and 79.2 percent in 2006) and for trying LSD once or twice (52.6 percent in 2002 and 51.6 percent in 2006) remained unchanged.
