In federal court today, low-level crack dealers and first-time offenders sentenced for trafficking of crack cocaine receive an average sentence of 10 years and six months.

The incidence of hallucinogen use has exhibited two notable periods of increase. Between 1965 and 1971, the number of initiates rose tenfold, from 90,000 to 900,000. The second period of increase began in 1990 when there were approximately 600,000 new users. By 2000, the number of initiates rose nearly threefold, to 1.5 million.

Teens aged 12 to 17 were asked a number of questions related to the extent of support, oversight, and control that they perceived their parents exercised over them in the year prior to the survey. In 2006, among teens aged 12 to 17 enrolled in school in the past year, 79.5 percent reported that in the past year their parents always or sometimes checked on whether or not they had completed their homework, 79.8 percent reported that their parents always or sometimes provided help with their homework, and 69.1 percent reported that their parents limited the amount of time that they spent out with friends on school nights. Also in 2006, among teens aged 12 to 17, 87.5 percent reported that in the past year their parents made them always or sometimes do chores around the house, 39.4 percent reported that their parents limited the amount of time that they watched television, and 86.6 percent reported that their parents always or sometimes let them know that they had done a good job. All of these percentages were similar to those reported in 2005. In addition, among teens aged 12 to 17 in 2006, 86.0 percent reported that their parents let them know they were proud of something they had done, which increased from the 84.8 percent in 2005.

Rates of current use of illegal drugs in 2008 were higher for young adults aged 18 to 25 (19.6 percent) than for teens aged 12 to 17 (9.3 percent) and adults aged 26 or older (5.9 percent). Among young adults, 16.5 percent used marijuana in the past month, 5.9 percent used prescription type drugs nonmedically, 1.7 percent used hallucinogens, and 1.5 percent used cocaine.

The top fifth for average annual incidence of marijuana for persons aged 12 or older was comprised mostly of States from the West (five) and from the Northeast (four). Seven States ranked in the top fifth for marijuana incidence in the 12 or older age group also ranked in the top fifth for past month marijuana use (Alaska, Colorado, Maine, Montana, New Hampshire, Rhode Island, and Vermont). Because most initiation of marijuana takes place at age 25 or earlier (Gfroerer, Wu, & Penne, 2002), the rates of initiation in the 26 or older age group were much lower than those in the 12 to 17 and 18 to 25 age groups: 0.1, 6.6, and 6.8, respectively. Vermont had the highest rate among teens aged 12 to 17 (10.4), while New Hampshire had the highest rate among persons aged 18 to 25 (11.1) (Table B.5). In the 12 or older age group, seven States from the South were ranked in the lowest fifth for incidence of marijuana.

More boys than girls aged 12 to 20 reported current alcohol use (28.9 vs. 27.5 percent, respectively), binge drinking (21.3 vs. 16.1 percent), and heavy drinking (7.6 vs. 4.3 percent) in 2005 .
