Heroin is illegal and is a Schedule 1 substance under the Controlled Substances Act. Schedule I drugs have a high potential for abuse and serve no legitimate medical purpose in the United States.
Rates of current, binge, and heavy alcohol use among underage persons declined between 2002 and 2008. Current use dropped from 28.8 to 26.4 percent; binge use declined from 19.3 to 17.4 percent; and heavy use declined from 6.2 to 5.5 percent.
Amphetamine users will take depressant drugs, particularly barbiturates, alcohol, and opiates, as a aid sleep or to compensate for amphetamine overdose.
Rates of current use of illegal drugs in 2008 were higher for young adults aged 18 to 25 (19.6 percent) than for teens aged 12 to 17 (9.3 percent) and adults aged 26 or older (5.9 percent). Among young adults, 16.5 percent used marijuana in the past month, 5.9 percent used prescription type drugs nonmedically, 1.7 percent used hallucinogens, and 1.5 percent used cocaine.
The District of Columbia had a somewhat different relationship for these two measures among persons aged 26 or older. It ranked in the highest fifth for perception of great risk of binge drinking among persons aged 26 or older (47.2 percent) as well as in the highest fifth for actual binge use of alcohol in the same age group (24.4 percent).
Among teens aged 12 to 17, there was evidence of regional differences in the trends of marijuana use between 2002 and 2006. Current marijuana use rates declined in the Northeast, Midwest, and South between 2002 and 2006. In the West, the rates were steady between 2002 and 2004 (8.0 percent in 2002, 8.7 percent in 2003, and 9.3 percent in 2004) and then declined to 6.8 percent in 2005 and remained steady at 7.3 percent in 2006.
