Drug offenders account for more than one-third of the growth in the state prison population and more than eighty-percent of the number of federal prison inmates.
In 2008, 3.1 million teens aged 12 to 17 (12.7 percent) received treatment or counseling for problems with behavior or emotions in a specialty mental health setting (inpatient or outpatient care). Additionally, 11.8 percent of teens received services in an education setting, and 2.9 percent received mental health services in a general medical setting in the past 12 months. Mental health services were received in both a specialty setting and either an education or a general medical setting (i.e., care from multiple settings) by 5.3 percent of teens.

There were 6.9 million (2.8 percent) persons aged 12 or older who used prescription-type psychotherapeutic drugs nonmedically in the past month. Of these, 5.2 million used pain relievers, the same as the number in 2006.
Rates of substance dependence or abuse were associated with age. In 2005, young adults aged 18 to 25 had higher rates of substance dependence or abuse (21.8 percent) than teens aged 12 to 17 (8.0 percent) and adults aged 26 or older (7.1 percent). Among persons with substance dependence or abuse, the proportion dependent on or abusing illegal drugs was associated with age in 2005: 58.2 percent of teens aged 12 to 17, 38.6 percent of young adults aged 18 to 25, and 22.3 percent of adults aged 26 or older with substance dependence or abuse were dependent on or abused illegal drugs.
