Estimates described in this section refer to treatment received to reduce or stop drug or alcohol use, or for medical problems associated with the use of drugs or alcohol. This includes treatment received in the past year at any location, such as in a hospital, at a rehabilitation facility (outpatient or inpatient), mental health center, emergency room, private doctor's office, self-help group, or prison/jail. The definition of treatment in this section is different from the definition of treatment used in measuring the drug abuse treatment gap, which is described in Section 7.3 and excludes treatment at an emergency room, private doctor's office, self-help group, prison or jail, or at a hospital as an outpatient.

In 2008, 4.0 million persons aged 12 or older (1.6 percent of the population) received treatment for a problem related to the use of alcohol or illegal drugs. Of these, 1.3 million received treatment for the use of both alcohol and illegal drugs, 0.8 million received treatment for the use of illegal drugs but not alcohol, and 1.6 million received treatment for the use of alcohol but not illegal drugs. (Note that estimates by substance do not sum to the total number of persons receiving treatment because the total includes persons who reported receiving treatment but did not report for which substance the treatment was received.)

Use of heroin in pregnancy also may increase the risk of a variety of birth defects. What is not entirely clear is whether these effects are directly due to the drug itself or related to the poor health behaviors that women who take heroin often have. It may also be caused by the substances that the heroin often is mixed with when it is made.
