In the 18 to 25 age group, the rate of past month use of these drugs was highest in Rhode Island (14.1 percent); among teens, the rate was highest in North Carolina (8.1 percent) (Table A.5). Only two of the States in the top fifth for these drugs among teens and three States in the top fifth among those aged 18 to 25 also were in the top fifth among the 12 or older age group.

In 2008, an estimated 70.9 million Americans aged 12 or older were current (past month) users of a tobacco product. This represents 28.4 percent of the population in that age range. In addition, 59.8 million persons (23.9 percent of the population) were current cigarette smokers; 13.1 million (5.3 percent) smoked cigars; 8.7 million (3.5 percent) used smokeless tobacco; and 1.9 million (0.8 percent) smoked tobacco in pipes.

Related to the prevalence of marijuana use is the number of persons in a period of time who used marijuana for the first time ever. When the number of first-time users of a substance increases for a number of consecutive years, the prevalence rate for the substance tends to increase also. The average annual incidence of marijuana for this report is estimated somewhat differently than in the national report. The estimate for a single year is averaged over the 2 most recent years and expressed as a percentage or rate per 100 person years of exposure.6 For the combined years 2002.2003, the national marijuana incidence rate for all persons aged 12 or older was 1.8 percent. Vermont had the highest rate, 2.7 percent.

The rate of past month alcohol use increased with increasing levels of education. Among adults aged 18 or older with less than a high school education, 33.4 percent were current drinkers in 2001, while 65.2 percent of college graduates were current drinkers. However, binge drinking and heavy drinking were least prevalent among college graduates.

Of the 6.4 million people aged 12 or older who needed but did not receive specialty treatment for illegal drug use in 2008, 400,000 (6.3 percent) reported that they perceived a need for treatment for their illegal drug use problem. Of the 400,000 persons who felt a need for treatment in 2008, 99,000 (24.7 percent) reported that they made an effort (the number and percentage decreased from 205,000 persons and 37.5 percent in 2007), and 301,000 (75.3 percent) reported making no effort to get treatment (the number and percentage remained similar to those reported in 2007).
