Physical dependence occurs when the body has adapted to the presence amphetamines, and withdrawal symptoms occur if its use is stopped abruptly.
Initiation of Ecstasy (i.e., MDMA) use has been rising steadily since 1992. The increase from 1.3 million new users in 1999 to 1.9 million in 2000 was statistically significant, as were the age-specific increases among 12 to 17 year olds and 18 to 25 year olds. The increase from 1998 to 1999 also was statistically significant, from 0.7 million to 1.3 million new users, as were the age-specific increases.
The top fifth for average annual incidence of marijuana for persons aged 12 or older was comprised mostly of States from the West (five) and from the Northeast (four). Seven States ranked in the top fifth for marijuana incidence in the 12 or older age group also ranked in the top fifth for past month marijuana use (Alaska, Colorado, Maine, Montana, New Hampshire, Rhode Island, and Vermont). Because most initiation of marijuana takes place at age 25 or earlier (Gfroerer, Wu, & Penne, 2002), the rates of initiation in the 26 or older age group were much lower than those in the 12 to 17 and 18 to 25 age groups: 0.1, 6.6, and 6.8, respectively. Vermont had the highest rate among teens aged 12 to 17 (10.4), while New Hampshire had the highest rate among persons aged 18 to 25 (11.1) (Table B.5). In the 12 or older age group, seven States from the South were ranked in the lowest fifth for incidence of marijuana.

Nationally in 2002, about 3.0 percent of persons aged 12 or older were dependent on or had abused illegal drugs in the past year (Table A.15). The District of Columbia had the highest rate of illegal drug abuse or dependence for persons aged 12 or older (4.3 percent), and Kansas had the lowest rate (2.5 percent). Most of the States in the highest fifth were in the West (six States). Only four of the States in the top fifth for illegal drug dependence or abuse also were in the top fifth for alcohol dependence or abuse among persons aged 12 or older: District of Columbia, Montana, New Mexico, and Rhode Island. Rhode Island had the highest rate for illegal drug dependence or abuse among persons aged 18 to 25 (13.9 percent); Vermont had the highest rate among teens (8.8 percent).
