The Texas city of Amarillo, located near the middle of the Texas Panhandle in the northern part of the state, is the county seat of Potter County. Industry in Amarillo prospered in its early years largely due to railroading, cattle and merchandising. By the turn of the 20th century, Amarillo had established itself as one of the world's busiest cattle shipping centers. In the United States rates of addiction as related to drugs and alcohol are on the rise. Over the past decade, the number of people that are living with a substance abuse problem has steadily risen.

In 2005, among persons aged 12 or older, 14.6 percent of Asians, 24.5 percent of Hispanics, 28.4 percent of blacks, 30.3 percent of Native Hawaiians or Other Pacific Islanders, 31.2 percent of whites, 33.9 percent of persons who reported two or more races, and 41.7 percent of American Indians or Alaska Natives reported that they had used a tobacco product in the past month. There were no statistically significant changes in past month tobacco use between 2004 and 2005 among any of these groups.
