The Texas city of Carrollton is located on Interstate Highway I-35 about 18 miles north of Dallas. Situated within parts of three Texas counties (Denton, Dallas, and Collin), the city is surrounded by the Texas communities of Addison (to the east), Farmer's Branch (to the south), and Coppell (to the west). Other major roads serving Carrollton include Texas State Highways 190 and 121. Carrollton is a suburb of Dallas and is considered part of the Dallas-Fort Worth metropolitan area.

First settled in the 1840s, Carrollton was most likely named after Carrollton, Illinois, the hometown of some of its early settlers. Exclusively an agricultural community in its early days, Carrollton soon benefited from the advent of railway lines and by 1888 had evolved into a shipping center for livestock, grain, cotton, and cottonseed. In 1913 the city became incorporated, and soon thereafter established itself as a significant player in the gravel market. After the second World War, the city began to experience a period of growth which was later enhanced by a spillover effect from north Dallas. Carrollton's population continues to grow to the present day.

Every fall for over one hundred years, area residents and visitors have enjoyed the month-long Texas State Fair held in Dallas’ Fair Park. The huge festival includes about 200 food booths, along with numerous rides, a light show, and the Blockbuster Starlight Parade featuring floats, costumes, giant puppets and acrobats. The cultivation of opium in Afghanistan reached its peak in 1999, when 225,000 acres - 350 square miles - of poppies were sown. The following year the Taliban banned poppy cultivation, a move which cut production by 94 per cent. By 2001 only 30 square miles of land was in use for growing opium poppies. A year later, after American and British troops had removed the Taliban and installed the interim government, the land under cultivation leapt back to 285 square miles, with Afghanistan supplanting Burma to become the world's largest opium producer once more.

From 2002 to 2008, rates of current use among teens aged 12 to 17 declined significantly for illegal drugs overall and for several specific drugs, including marijuana (from 8.2 to 6.7 percent), cocaine (from 0.6 to 0.4 percent), prescription type drugs used nonmedically (from 4.0 to 2.9 percent), pain relievers (from 3.2 to 2.3 percent), stimulants (from 0.8 to 0.5 percent), and methamphetamine (from 0.3 to 0.1 percent). For illegal drug use overall, the rates were 11.6 percent in 2002, 11.2 percent in 2003, 10.6 percent in 2004, 9.9 percent in 2005, 9.8 percent in 2006, 9.5 percent in 2007, and 9.3 percent in 2008.

In 2006, rates of current alcohol use were 3.9 percent among persons aged 12 or 13, 15.6 percent of persons aged 14 or 15, 29.7 percent of 16 or 17 year olds, 51.6 percent of those aged 18 to 20, and 68.6 percent of 21 to 25 year olds (Figure 3.1). Among older age groups, the prevalence of alcohol use decreased with increasing age, from 63.5 percent among 26 to 29 year olds to 48.0 percent among 60 to 64 year olds and 38.4 percent among people aged 65 or older.

In more hopeful news, a recent survey of high school juniors and seniors found that 78% felt that heroin was "too great a risk" to try.
