The percentage of persons estimated to be dependent on illegal drugs in the past year was about 65 percent of those who were estimated to be dependent on or abused illegal drugs in the past year. State estimates for illegal drug dependence for persons aged 12 or older ranged from 1.5 percent in Hawaii to 3.3 percent in the District of Columbia. The highest rates of illegal drug dependence were among persons aged 18 to 25, with the highest rate in Rhode Island.10.0 percent.

Studies show that about 9 percent of marijuana users become addicted, a number that increases among those who start young (to about 17 percent) and among daily users (25-50 percent).

Psychotherapeutics include the nonmedical use of any prescription-type pain relievers, tranquilizers, stimulants, or sedatives. Over-the-counter substances are not included. In 2006, there were 2.6 million persons aged 12 or older who used psychotherapeutics nonmedically for the first time within the past year. The numbers of new users of specific psychotherapeutics in 2006 were 2.2 million for pain relievers, 1.1 million for tranquilizers, 845,000 for stimulants, and 267,000 for sedatives. There was a significant increase in the number of past year initiates of stimulants from 2005 (647,000) to 2006, but there were no significant changes in the estimates for the remaining psychotherapeutics.

During the early part of 2011, Drug Czar Gil Kerlikowske spoke out publicly against bath salts and recently several senators in congress addressed the possibility of banning the products.
