Blacksburg is a Virginia town located in the county of Montgomery. Sitting approximately 45 miles southwest of the city of Roanoke to which it is connected by Interstate 81, Blacksburg is Virginia's largest town. The town's principal asset and dominant presence is Virginia Polytechnic Institute and State University (better known as Virginia Tech), the state's largest university.

Incorporated as a town in 1871, Blacksburg was named for William Black, the original owner of the 38-acre tract on which the town was founded in 1798. The year 1872 saw the founding of a land-grant college named Virginia Agricultural and Mechanical College, which would later become Virginia Tech. As the years progressed, the development of the town of Blacksburg closely paralleled the growth and expansion of the university, which gradually evolved from an agricultural/military institution into a comprehensive research university with the largest full-time student population in Virginia. Today, Blacksburg is home to such major technological entities as the Corporate Research Center and Blacksburg Industrial Park, owing in large part to the presence of Virginia Tech within its boundaries.

Originally known as the "Fighting Gobblers", the university's teams are now officially known as the "Hokies" although the school mascot (the Hokie Bird) retains the appearance of a turkey-like creature. The average annual incidence of marijuana in 2002 (averaged over the most recent 2 years and expressed as a percentage or rate per 100 person years of exposure) for all persons aged 12 or older was highest for Alaska (2.8) (Table A.4). The top fifth was comprised mostly of States from the West (five) and from the Northeast (four). Eight States ranked in the top fifth for marijuana incidence in the 12 or older age group also ranked in the top fifth for current marijuana use (Alaska, Colorado, District of Columbia, Montana, Nevada, New Hampshire, Rhode Island, and Vermont). Because most initiation of marijuana takes place at age 25 or earlier (Gfroerer, Wu, & Penne, 2002), the rates of initiation in the 26 or older age group were much lower than those in the 12 to 17 and 18 to 25 age groups: 0.1, 6.9, and 6.8, respectively (Table A.4). The District of Columbia reported the highest rate among teens aged 12 to 17 (9.4), while New Hampshire reported the highest rate among persons aged 18 to 25 (11.8). In the 12 or older age group, eight States from the South were ranked in the lowest fifth for incidence of marijuana.

Nationally, 6.2 percent of all persons aged 12 or older reported using marijuana in the past month in 2002.2003 (Table B.3). Because marijuana is the predominant substance used by those using an illegal drug, States that had high prevalence rates for any illegal drug also had high prevalence rates for past month use of marijuana. Eight out of ten States in the top fifth for use of an illegal drug for persons aged 12 or older also were ranked in the top fifth for past month use of marijuana. In the 12 to 17 age group, seven States were in the top fifth for both use of any illegal drug and use of marijuana: Colorado, Hawaii, Massachusetts, Montana, New Hampshire, New Mexico, and Vermont. Eight States were common to the top fifth for past month marijuana use among persons aged 12 or older and teens aged 12 to 17: Alaska, Colorado, Maine, Massachusetts, Montana, New Hampshire, Rhode Island, and Vermont. The States with the lowest rates of past month use of marijuana among persons aged 12 or older were in the South: Alabama, Georgia, Mississippi, Tennessee, and Texas. The other States in the lowest fifth were Idaho, Iowa, Kansas, New Jersey, and Utah .

The rate of past month tobacco use among teens aged 12 to 17 decreased from 12.4 percent in 2007 to 11.4 percent in 2008. This decrease was driven by a decline in the rate of past month cigarette use that was statistically significant (9.8 to 9.1 percent) and a decline in past month cigar use that was not statistically significant (4.2 to 3.8 percent). The rate of past month cigarette use among 12 to 17 year olds declined from 13.0 percent in 2002 to 9.1 percent in 2008. One-half million or 2.2 percent of teens aged 12 to 17 used smokeless tobacco in 2008 compared with 2.0 percent in 2002; this slight increase was not statistically significant.

In 2002.2003, New Mexico had the highest percentage of persons aged 12 or older needing but not receiving treatment for an illegal drug use problem (3.5 percent). The States in the top fifth for needing but not receiving treatment for an illegal drug use problem were mainly in the West (five States) or in the Northeast (four States). California had the largest total number of persons aged 12 or older needing but not receiving treatment for an illegal drug use problem, approximately 798,000.

In 2006, more than half of the 2.5 million persons aged 12 or older who received specialty substance use treatment in the past year also received treatment at a self-help group (1.5 million persons). In addition, among those who received specialty substance use treatment, 377,000 received treatment at a prison or jail and 369,000 received treatment at an emergency room. The number who received treatment at a private doctor's office in 2006 was higher than the number in 2005 (422,000 vs. 254,000, respectively).
