Incorporated as a city in 1782, Richmond is the capital of Virginia. The city is home to about 200,000 inhabitants. The metropolitan area has a population of around 1.1 million. Richmond is located in eastern Virginia, 60 miles west of the Chesapeake Bay, and 100 miles south of Washington, DC.

In 1607, Captain James Smith and 120 men were the first Europeans to visit the falls on the James River where present day Richmond stands. The first settlement to survive began in 1644, with the construction of Fort Charles. Its inhabitants traded with the Powhatan Indians for pelts and tobacco. The settlement became a town in 1742.

In 2004, the Richmond-Petersburg area was named one of the "Top 25 Cities for Doing Business In" by Inc. Magazine. Also in 2004 Richmond was named one of "The Most Livable Mid-Sized Cities" by Partners for Livable Communities.

In 2008, 23.1 million persons aged 12 or older needed treatment for an illegal drug or alcohol use problem (9.2 percent of the persons aged 12 or older). Of these, 2.3 million (0.9 percent of persons aged 12 or older and 9.9 percent of those who needed treatment) received treatment at a specialty facility. Thus, 20.8 million persons (8.3 percent of the population aged 12 or older) needed treatment for an illegal drug or alcohol use problem but did not receive treatment at a specialty substance abuse facility in the past year. These estimates are similar to the estimates for 2007 and for 2002.

Morphine is naturally occurring substance in the opium poppy, and is known to be the principal constituent of opium; the drug can range in concentration from 4 to 20 percent.

In 2004, 3.8 million people aged 12 or older (1.6 percent of the population) received treatment in the past 12 months for a drug or alcohol use problem. Of these, 2.3 million received treatment at a specialty facility for substance use treatment, including 1.7 million at a rehabilitation facility as an outpatient, 947,000 at a rehabilitation facility as an inpatient, 775,000 at a hospital as an inpatient, and 982,000 at a mental health center as an outpatient. Nonspecialty treatment locations were self-help groups (2.1 million persons), private doctor's offices (490,000 persons), emergency rooms (453,000 persons), and prisons or jails (310,000 persons). (Note that the estimates of treatment by location include persons reporting more than one location.)

Bath salts have been reported to have various adverse effects on the individuals who ingest these substances; these effects have been reported to include extreme agitation, insomnia, dizziness, paranoia, delusions, and seizures.

Among adults aged 18 or older with past year SMI in 2008, the rate of binge alcohol use (drinking five or more drinks on the same occasion [i.e., at the same time or within a couple of hours of each other] on at least 1 day in the past 30 days) was 29.4 percent, which was higher than the 24.6 percent among adults who did not meet the criteria for SMI. Similarly, the rate of heavy alcohol use (drinking five or more drinks on the same occasion on each of 5 or more days in the past 30 days) among adults with SMI in the past year (11.6 percent) was higher than the rate reported among adults without SMI in the past year (7.3 percent).

In 2004, 2.1 million persons had used marijuana for the first time within the past 12 months. This estimate was not significantly different from the number in 2003 (2.0 million). The average age at first use among the 2.1 million recent marijuana initiates was 18.0 years. Most (63.8 percent) of the recent initiates were younger than age 18 when they first used.
