In the U.S.A the Harrison Narcotics Tax Act was passed in 1914 to control the sale and distribution of heroin and other opiates. The law did allow heroin to be prescribed and sold for medical purposes. In particular, recreational users could often still be legally supplied with heroin and use it. In 1924, the United States Congress passed additional legislation banning the sale, importation or manufacture of heroin in the United States. It is now a Schedule I substance, and is thus illegal in the United States.
Nearly 15% of all drug related emergency room visits come as a result of heroin use.
An estimated 5.2 million persons were current nonmedical users of prescription pain relievers in 2006, which is more than the estimated 4.7 million in 2005. However, the change in the rate of current nonmedical use of pain relievers between 2005 and 2006 (1.9 and 2.1 percent, respectively) was not statistically significant.
The rates for past month and past year methamphetamine use did not change between 2004 and 2005, but the lifetime rate declined from 4.9 to 4.3 percent.
