El Cajon is a California city located in San Diego County. It is situated about 15 miles east of the city of San Diego, to which it is linked by Interstate Highway 8. Incorporated in 1912, the central city area of El Cajon evolved into a much larger incorporated area, coincident with large population spikes occurring after World War II and again between 1970 and 1990. As a General Law City, El Cajon derives legal authority for its city acts from the laws of the State of California as opposed to a city charter. As observed in prior years, the level of alcohol use was strongly associated with illegal drug use in 2001. Among the 12.9 million heavy drinkers aged 12 or older, 30.7 percent were current illegal drug users. For binge drinkers who were not heavy drinkers, 15.9 percent reported past month illegal drug use. Other drinkers (i.e., past month alcohol use but not binge drinking) had a rate of 5.4 percent for current illegal drug use, and persons who did not use alcohol in the past month were least likely to use illegal drugs (2.8 percent).

Animal research indicates that, like cocaine and other abused drugs, opiates can also activate the brain's reward system.

Men are four times more likely to be heavy drinkers and they are also almost twice as likely to engage in regular marijuana use.

Across geographic regions in 2008, underage current alcohol use rates were higher in the Northeast (30.0 percent) than in the Midwest (27.1 percent), and both rates were higher than in the South (24.7 percent). The rate in the West (25.8 percent) was similar to rates in the South and Midwest regions, but was significantly lower than the rate in the Northeast.
