Incorporated in 1984, Moreno Valley is a city of about 175,000 inhabitants (as of 2006). It is located in a region referred to as the "Inland Empire", which occupies parts of Riverside and San Bernardino Counties. Moreno Valley is a little over an hour east of Los Angeles. The city was voted “Number One in Riverside County for Family Recreation” by The Press-Enterprise, a leading provider of news for Inland Southern California.

Moreno Valley has a semi-arid climate, with hot summers, and pleasant winters. Average daily temperatures in July and August are in the low nineties (degrees Fahrenheit). The March Air Reserve base is located between Moreno Valley and Riverside. The base is used by Air Force's 452d Air Mobility Wing, California Air National Guard's 163d Air Refueling Wing, and Montana's 120th Fighter Wing.

In 2008, there were an estimated 9.8 million adults aged 18 or older in the United States with SMI in the past year. This represents 4.4 percent of all adults in this country.

Use of tobacco products other than cigarettes was higher among current cigarette smokers than among current nonsmokers. Smokeless tobacco use in the past month was reported by 5.0 percent of current cigarette smokers compared with 2.8 percent of nonsmokers. Moreover, 12.5 percent of current cigarette smokers also smoked cigars in the past month compared with 3.3 percent of those who did not smoke cigarettes, and 2.1 percent of current cigarette smokers also used pipes in the past month compared with 0.6 percent of those who did not smoke cigarettes.

An estimated 68 percent of primary treatment admissions in 2008 for youth between the ages of 12 and 17 were for marijuana.

For example, past month binge drinking was reported by 9.2 percent of teens who had talked with their parents about drug, tobacco, or alcohol use compared with 11.0 percent of those who had not. Past month use of marijuana was lower among teens who had talked with their parents (6.4 percent) than among those who had not (7.4 percent).
