Oxnard is the 20th largest city in California. It was incorporated in 1903. The city is home to 170,000 inhabitants. In 1542 Juan Rodriguez Cabrillo claimed the area that is now Oxnard for Spain. The Oxnard area is now a major producer of strawberries and lima beans. Around 1900 a railroad was built to service a sugar beat refinery, providing access to the city which greatly expanded the population.

Oxnard is home to the Port of Hueneme, the only deep water port between Los Angeles and San Francisco Bay. It is a major shipping point for automobiles and agriculture products. Treatment for drug addiction has increasingly been on the rise as more and more individuals are becoming dependent on various types of illegal and prescription drugs. Years of research have shown that addiction to any drug can be effectively treated with the right form of treatment.

Among adults aged 18 or older with MDE in the past year, approximately half of those with no insurance (49.6 percent) received treatment for depression in the past year compared with higher rates for those with insurance: 71.1 percent of adults with private insurance, 79.9 percent of adults covered by Medicaid or CHIP, and 86.8 percent of adults with other health insurance (including Medicare, CHAMPUS, TRICARE, CHAMPVA, VA, and other sources of health care or insurance).

Among full time college students aged 19, current cigarette smoking increased from 24.4 percent in 2005 to 28.8 percent in 2006; however, it decreased for students aged 20 (from 32.3 to 27.2 percent) and 21 (from 36.3 to 30.2 percent). Past month cigarette smoking also declined from 32.9 to 23.5 percent among Hispanic full time students aged 18 to 22. Use of any tobacco product and of the individual products remained stable for persons aged 18 to 22 who were not enrolled as full time college students.

First use of stimulants increased steadily during the last decade, from 219,000 in 1991 to 697,000 in 2000. Incidence levels this high had not been observed since the mid-1970s, when incidence peaked at 646,000 new users in 1974.

According to some of the latest research that was conducted by the Drug Abuse Warning Network (DAWN), nearly two million visits to emergency departments in the United States reportedly involved the use of some type of illegal drugs.

Among people aged 12 or older, the rate of past month alcohol use in large metropolitan areas (54.4 percent) was higher than the 51.4 percent in small metropolitan areas and 44.2 percent in nonmetropolitan areas. Binge drinking was more prevalent in small metropolitan areas (23.7 percent) than in large metropolitan areas (22.3 percent) and nonmetropolitan areas (21.9 percent). The rate of heavy alcohol use was 6.1 percent in large metropolitan areas, 7.4 percent in small metropolitan areas, and 6.7 percent in nonmetropolitan areas.
