Nationally in 2002, about 3.0 percent of persons aged 12 or older were dependent on or had abused illegal drugs in the past year. The District of Columbia had the highest rate of illegal drug abuse or dependence for persons aged 12 or older (4.3 percent), and Kansas had the lowest rate (2.5 percent). Most of the States in the highest fifth were in the West (six States). Only four of the States in the top fifth for illegal drug dependence or abuse also were in the top fifth for alcohol dependence or abuse among persons aged 12 or older: District of Columbia, Montana, New Mexico, and Rhode Island. Rhode Island had the highest rate for illegal drug dependence or abuse among persons aged 18 to 25 (13.9 percent); Vermont had the highest rate among teens (8.8 percent). There were no States common to the highest fifth for all three age groups (12 to 17, 18 to 25, and 26 or older).
Whites were more likely than any other racial/ethnic group to report current use of alcohol in 2001. An estimated 52.7 percent of whites reported past month use. The next highest rates were for persons reporting more than one race (43.2 percent). The lowest current drinking rate was observed for Asians (31.9 percent). The rate was 35.1 percent for blacks and 35.0 percent for American Indians/Alaska Natives.
Among adults aged 18 or older with SPD, the rate of binge alcohol use (drinking five or more drinks on the same occasion on at least 1 day in the past 30 days) was 28.8 percent, higher than the 23.9 percent among adults who did not meet the criteria for SPD. Similarly, the rate of heavy alcohol use (drinking five or more drinks on the same occasion [i.e., at the same time or within a couple of hours of each other] on each of 5 or more days in the past 30 days) among adults with SPD in the past year was higher (9.4 percent) than the rate reported among adults without SPD in the past year (7.2 percent).

Because marijuana is the predominant substance used by those using an illegal drug, States that had high prevalence rates for any illegal drug also had high prevalence rates for past month use of marijuana. Eight out of ten States in the top fifth for use of an illegal drug for persons aged 12 or older also were ranked in the top fifth for past month use of marijuana. In the 12 to 17 age group, seven States were in the top fifth for both use of any illegal drug and use of marijuana: Colorado, Hawaii, Massachusetts, Montana, New Hampshire, New Mexico, and Vermont. Eight States were common to the top fifth for past month marijuana use among persons aged 12 or older and teens aged 12 to 17: Alaska, Colorado, Maine, Massachusetts, Montana, New Hampshire, Rhode Island, and Vermont. The States with the lowest rates of past month use of marijuana among persons aged 12 or older were in the South: Alabama, Georgia, Mississippi, Tennessee, and Texas.
